1. Call to Order
Gordon Stalans, Treasurer of the DCA, called the meeting to order. Finance Committee members attending were Donald O’Connor and Steve Hunt.
Not attending were Matt McGauley and Councilman Darrin Ledford. M. McGauley did register his vote in absentia.
Also present was Steve Brookes, Executive Director of the DCA, Rev. Cathy Meyer, Pastor Second Presbyterian Church and Peter Steyn, Elder Second Presbyterian Church.
1. Review of Reduced or Waived DCA Applications
Second Presbyterian
(a) Rev. Meyer was given the floor to talk about Second Presbyterians application. Second Presbyterian continues to be affected by the pandemic. Parking lot revenue and giving’s are down.
(b) Rev. Meyer and Elder Steyn spoke about the cost Second Presbyterian has endured preserving the historic church and building.
(c) Rev. Meyer spoke about the current housing situation in Chattanooga and the greater Hamilton County area. Second Presbyterian has helped individuals and families in need with paying bills to help them maintain housing.
(d) Rev. Meyer and Elder Steyn lead a discussion of St. Matthews Shelter and answered questions.
(e) Before the Finance Committee voted on Second Presbyterians application. S. Hunt reminded the committee that by TN law, they could not waive the assessment on the parking lot parcel.
(f) The Finance Committee voted 3-1 to waive the assessment on the Church parcel. Although not in attendance M. McGauley registered his vote in absentia.
St. Paul’s Episcopal Church
(a) Finance Committee discussed St. Paul’s application.
(b) St. Paul requested a full waiver on the Church parcel.
(c) The Finance Committee voted 3-1 to waive the assessment on the Church parcel. Although not in attendance M. McGauley registered his vote in absentia.
YMCA
(a) Finance Committee discussed YMCA application.
(b) YMCA requested a full waiver of DCA assessment.
(c) The Finance Committee voted 3-1 to waive 90% of the assessment.
Although not in attendance M. McGauley registered his vote in absentia.
2. DCA Finance Committee Recommendation to Board
(a) The Finance Committee will recommend the following to the DCA Board of Directors.
· Second Presbyterian Church – Waive 100% of the assessment on Church Parcel
· St. Paul’s Church – Waive 100% of the assessment on Church Parcel
· YMCA – Waive 90% of the assessment.
