Finance Committee Meeting
February 1, 2024 - 3:30pm
Location: 715 Market St, 2 nd Floor Conference Room
1. Call to Order
Gordon Stalans, Treasurer of the DCA, called the meeting to order. Finance Committee members attending
were Todd Philips. Finance Committee member John Clark submitted his recommendations via email. Also
present was Steve Brookes, Executive Director of the DCA. Suzy Anthony, Vice President of Finance and
Operations of the United Way. Kelly Allen Q Strategies.
2. Review of Reduced or Waived DCA Assessment Applications
The Finance Committee reviewed the applications from the United Way and YMCA for reduced of waived
DCA assessments for 2023.
The committee will recommend the DCA Board of Directors waive 100% of the United Way Assessment for
2023. The DCA Board of Directors will vote on this recommendation during the February 21 st Board of
Directors meeting.
The committee will recommend the DCA Board of Directors waive 90% of the YMCA’s Assessment for 2023.
The DCA Board of Directors will vote on this recommendation during the February 21 st Board of Directors
meeting.
3. Review of Past Due Assessments
The Finance Committee reviewed the past due assessments for 2022. A discussion centered around contracting
with O’Shaughnessy & Carter to begin collections on the past due amounts. The committee will recommend the
DCA Board of Directors vote on this recommendation during the February 2024 Board of Directors meeting.
