1. Call to Order
Steve Hunt, Chairman of the Chattanooga BID, called the meeting to order. Executive Committee members attending were Charles Perry and Gordon Stalans.
Not attending was Kelly Fitzgerald.
Also present were Steve Brookes, Executive Director of the DCA and Julia Bursch of River City Company.
1. Old Business
(a) S. Hunt reported that K. Fitzgerald hopes to present the slate of individuals nominated for the Board ready for the November meeting.
2. New Business
(a) A motion to establish a Strategic Initiative and Planning Committee will be presented at next week’s Board meeting.
(b) There was discussion of aligning the DCA budget with the City budget cycle-- perhaps in 2022. This matter should be revisited in May-June, 2021.
3. For the Finance Committee
G. Stalans reported on the issue of the four non-profits as to waivers of their assessments. He reported that a motion will be put forward at next week’s Board meeting that for 2019 (1) the two churches’ assessments for church buildings should be waived, but not the assessments on their parking lots since the Alliance does not have the authority to waive such according to T.C.A. 67-5-212 and (2) as the other institutions offered, the YMCA and United Way should pay 10% of their assessments. If this motion is passed, approximately $27,500 in assessments will be waived.
G. Stalans reviewed the financial position of the DCA as of 9/30/2020 and reported that finances were in “good shape.”
4. Executive Director Report
S. Brookes reviewed the following matters: EPB sponsorship (to be noted by a patch on Ambassadors’ uniforms); the fact that the transition of a DCA website from that of River City is almost complete, the need for further discussions on a Homeless Task Force meeting, a DCA presentation at the BOMA meeting, and public safety concerns.
