1. Call to Order
Kelly Fitzgerald, Chair of the DCA, called the meeting to order. Executive Committee members attending were Adam Kinsey, Charles Perry and Gordon Stalans.
Also present was Steve Brookes, Executive Director of the DCA.
The July 13, 2022 Executive Committee minutes were approved.
1. Old Business
(a) In a discussion of the August 30 budget meeting with the City Council, it was suggested that assessments on two church buildings in the district (not the assessments on their parking lots) be waived. This issue will be discussed at the August 17 Board meeting.
2. New Business
(a) There was discussion of next steps in replacing members who will leave the Board at the end of December. Volunteers for a nominating committee will be sought at next week’s Board meeting with elections to be held at the October Board meeting.
3. Finance Committee Update
For the Finance Committee, G. Stalans reported that
(a) work continues on bringing the DCA budget year in line with the City’s fiscal year. This change will require a six-month budget from January to June, 2023 with a new 2023-2024 budget beginning in July, 2023.
(b) finances continue to be in good shape. The collection of delinquent assessments is up. A forecast of the 2022 year projects a deficit of approximately $50,000 as opposed to an original forecast of a $100,000 deficit.
4. Executive Director Report
S. Brookes reported that
(a) the CPD has begun a crime analysis of downtown. Bike officers are more engaged. Theft from cars remains a problem.
(b) The City of Chattanooga has proposed changes in its trash collection schedule. It was pointed out that the DCA needs to hold the City to agreed-on baseline services expectations.
(c) the landscape master plan is its final stages.
