Executive Committee Meeting Downtown Chattanooga Alliance

1. Call to Order

Kelly Fitzgerald, Chair of the DCA, called the meeting to order. Executive Committee members attending were Adam Kinsey and Charles Perry.

Not attending was Gordon Stalans.

Also present was Steve Brookes, Executive Director of the DCA.

The 9/14/2022 Executive Committee minutes were approved.

1. Old Business

(a) There was extended discussion of homelessness issues in the context of the recent meeting with property owners, business owners, and the Mayor’s Office. The point was made that while the DCA can play a part in confronting homelessness problems, such as removing benches from trouble spots downtown, ultimately the best strategy for the DCA is to press the City of Chattanooga and the CPD to take the leading role in addressing this continuing problem.

(b) A motion to present the following slate of individuals for service on the DCA Board and Executive Committee passed unanimously: for the Board, Todd Phillips (a 3-year term), Susan Harris (a 3-year term), John Clark (a 2-year term), Shannon Johnson (a 2-year term), and Gordon Stalans (a 3-year term); for the Executive Committee Todd Phillips Vice-Chair, Adam Kinsey Secretary, and Gordon Stalans Treasurer.

The DCA Board will vote on these nominations at the October 19th meeting.

3. Finance Committee Update

(a) Before the meeting G. Stalans submitted a financial statement which included the following information: as of September 30, 2022, total bank accounts $693,086; total current liabilities, $175,625. A projection of the 2022 budget indicated that the fiscal year would end with a deficit of approximately $100,000.

(b) The 2023 tax assessments have been sent out on-line.

(c) In 2023 there will be a 6-month fiscal year January through June, and a 12-month

fiscal year will begin July 1. This change will align the DCA fiscal year with that of the City of Chattanooga.

(d) The required governmental audit of the DCA is under review.

4. Executive Director Report

S. Brookes reported that

(a) the DCA participated in the recent United Way celebration.

(b) 17 planters have been installed on Broad Street. The EPB helped to sponsor this outcome.

(c) the DCA was part of a group lobbying to bring the United States Olympic Marathon competition to Chattanooga.

(d) there are now 7 male and 6 female Ambassadors.

(e) work on a plant inventory for the landscape master plan continues.

The meeting adjourned at 4:35.
