1. Call to Order
Kelly Fitzgerald, Chair of the DCA, called the meeting to order. Executive Committee members attending were Adam Kinsey, Charles Perry and Gordon Stalans.
Also present was Steve Brookes, Executive Director of the DCA.
1. Old Business
(a) The MOU with the YMCA remains incomplete. The YMCA has reported financial hardship due to the impact of Covid. In the past the YMCA has paid $1400 or 10% of its assessment.
(b) There was a brief discussion of Councilwoman Berz’s suggestion that the requirement that the City Council approve the DCA budget be ended. It was pointed out that any change in this requirement needed the approval of the City Council.
2. New Business
(a) There was discussion of the meeting with Mayor Kelly later in that afternoon. Among the points made in that discussion was that the operating principle between the City and the DCA is that the City would not reduce its services in the BID district in the expectation the DCA would provide services formerly covered by the City. It was further pointed out that the ultimate responsibility for addressing the homeless issue in the district falls on the City of Chattanooga.
(b) K. Fitzgerald raised the issue of how to engage more members of the DCA board in the work of the organization.
3. Finance Committee Update
(a) G. Stalans reported that expenses for 2021 would exceed revenue by approximately $72,000. (Total revenue approximately $938,000; total expenditures approximately $1,010,000). This outcome had been expected.
The following figures were reported: current assets: $234,000 in bank account; reserve funds, $220,000.
4. Executive Director Update
(a) Before the meeting S. Brookes circulated a report on recent DCA activities.
